Facebook and Instagram Advertising for NJ Businesses: Build the Right Audiences

When local owners give up on Meta ads, they usually blame the creative or the budget. Often, though, the ads simply reached the wrong people: renters for a roofing offer, college kids for a financial planner, or the same few hundred neighbors for the tenth time. Your Facebook advertising audiences decide who gets a chance to see your message. They also cover Instagram, because both apps run on the same ad system.

This guide covers the four audience types that matter for a local business: location, custom, lookalike and retargeting. How Facebook Advertising Audiences Work Now

A few years ago, targeting meant stacking filters. You picked homeowners, aged 35 to 65, interested in home improvement, within 25 miles of the showroom. Meta has since moved much of that work into its own systems. With the Advantage+ audience setting, your age and interest choices act as suggestions, so Meta can show ads beyond them when it spots likely customers elsewhere.

Meta keeps pushing in that direction. Its January 2026 update on ad performance describes larger AI models built to pick the ads that best resonate with different audiences. Still, a few settings work as hard limits: your location, the audiences you exclude and a minimum age if you set one.

So what’s left for you to do? Building strong Facebook advertising audiences now comes down to three jobs. First, draw the map around places you actually serve. Next, feed Meta good data about who your real customers are. Finally, keep out the people who should never see a given ad.

Location Audiences: Draw the Map Around Real Customers

Ads Manager lets you target a radius around an address, or a list of towns and ZIP codes. You can also exclude areas inside that shape. For most service businesses, a list of towns beats a circle. Picture a landscaper in Wayne who works across Passaic and Morris counties but rarely takes jobs in Essex. A wide circle around the yard spills into towns the crews never visit, while a town list keeps every dollar on the route.

Also, think in drive time rather than miles. Ten miles in Hudson County traffic is not ten miles in Sussex County. So a plumber in Jersey City might keep the map to a handful of towns.

Shore towns add a twist, because summer visitors crowd Ocean and Monmouth counties. A boardwalk shop in Seaside Heights wants them. A Toms River roofer, however, only wants homeowners. There, your copy does the sorting: a line like “for year-round Toms River homeowners” tells a weekend renter to keep scrolling.

Custom Facebook Audiences From Your Own Data

Custom audiences are people who already know you. They’re often the most valuable Facebook advertising audiences you can build, because they’re warm and they teach Meta what a good customer looks like. Three sources feed them.

Customer lists

You can upload a list of emails and phone numbers, and Meta matches them to accounts on Facebook and Instagram. Expect only part of the list to match, since people often use a different email. Use only contacts who gave you their information. Clean data matters too, which is one reason a well-organized CRM pays off long before you run a single ad.

Health and dental practices need extra care here. Under HIPAA, a covered practice must get a patient’s authorization before using protected health information for marketing, as the federal authorization rule spells out. Uploading a patient list shares that information with Meta, so wait for your compliance advisor’s sign-off.

Website visitors

The Meta Pixel, a snippet of code on your site, lets you build audiences from people who visited specific pages. That’s powerful, because someone who read your furnace repair page is far warmer than a stranger. Build separate audiences for high-intent pages like pricing and contact, not one big bucket. Medical and dental offices should keep tracking code off booking and condition pages unless counsel approves it.

Engagement audiences

Meta can also group people who interacted with you on its apps. You can target people who watched at least half of a video, messaged your Page, engaged with your Instagram account or opened a lead form. So a short, useful video pays off twice: once when people watch it, and again when you follow up.

Lookalike Audiences for Finding New Customers

A lookalike audience asks Meta to find people who resemble a source group you provide. The source matters more than any other setting. Upload every lead you’ve ever collected, and Meta learns to find more form fillers. Upload customers who paid, came back and sent referrals, and it looks for more people like them.

Meta sizes lookalikes as a percentage of a whole country, so even the smallest option reaches far beyond one county. As a result, you’ll layer your location on top. Picture an HVAC company in Morristown that uploads its maintenance plan customers and limits delivery to the towns it serves in Morris and Somerset counties. Meta then looks there for people who resemble that loyal group.

That said, lookalikes aren’t magic in small markets. Clip the smallest size to a few towns and the pool can shrink fast, while a larger size starts to behave a lot like broad targeting. With Advantage+ audience turned on, Meta may also treat your lookalike as a suggestion rather than a fence. So test it: run the lookalike against a broad, location-only ad set with the same creative and budget. Then keep whichever one produces cheaper booked jobs, not cheaper clicks.

Retargeting Audiences on Facebook and Instagram

Retargeting means showing ads to people who visited, watched or clicked but haven’t acted yet. These are your smallest and warmest audiences, so they usually deserve a small, steady slice of the budget.

First, match the window to the buying cycle. An emergency plumber cares about visitors from the last few days. A kitchen remodel, by contrast, can take months to decide, so a longer window makes sense. Next, match the message to the step. Someone who opened your lead form and left might need reassurance about price or scheduling, not another introduction. Then watch frequency. Small retargeting pools mean the same person can see your ad many times a week, and people tune out ads that seem to follow them around. So rotate fresh creative, and exclude anyone who already booked, bought or called.

Compliance Rules for Advertising Audiences

Some industries can’t target freely, and Meta enforces it. Ads for housing, jobs and financial products fall into special ad categories. When Meta first announced those limits, it said housing, employment and credit advertisers could no longer target by age, gender or ZIP code. Today, lookalikes are off the table for these ads too, and a location target must cover at least a 15-mile radius.

Since early 2025, the financial category has also covered services such as insurance and investing, not just loans. That pulls in real estate agents, landlords, mortgage brokers, business lenders, insurance agencies and anyone posting a job. So an Englewood realtor or a Freehold insurance agency should plan on broader audiences and let the creative do the sorting. Lawyers, meanwhile, must follow New Jersey’s attorney advertising rules on every ad, however narrow the audience.

Common Questions About Facebook Advertising Audiences

How big should a local audience be?

Big enough that Meta has room to find buyers. If your estimated audience is tiny and frequency climbs within days, widen the map or loosen your suggestions. A broad audience with a sharp local message gives Meta more to work with than a narrow audience with a generic one.

Do Facebook audiences also reach people on Instagram?

Yes. You build audiences once in Ads Manager, and the same audience can see your ads on Facebook, Instagram or both, depending on your placements. Still, compare results by placement, since one app sometimes does far better for a given business.
